Sitka resident Bill Foster has carried the Raven Radio bumper sticker to the far reaches of the globe — including Antarctica. This time, though, he found an island with bumpers. Foster and his wife Sherry recently traveled in Cuba, where car culture is trapped in the pre-Castro era. The Fosters were on a People-to-People program licensed by the US Treasury.
